Brighton seeks 640 homes and apartments by Meridian Costco

October 15, 2026 · Meridian · Spencer Southey

Meridian and the west Treasure Valley

A big south Meridian project next to the new Costco is back with a different housing mix. BoiseDev reports Brighton Corp. wants to revise its Momentum project at the southeast corner of Meridian Road and Lake Hazel Road to allow more dense residential development alongside a larger commercial footprint.

This is the project BoiseDev says was previously called Apex Zenith. What jumped out to me is that this isn't a small tweak. The land use mix changes meaningfully, and on a corner this visible, that matters for traffic, for nearby shopping patterns, and for anyone comparing resale homes against future new construction in the area.

What's changing

According to city hearing materials, the application includes a comprehensive plan map amendment for 60.97 acres from Medium-High Density Residential to Mixed Use Regional.

The rezoning requests also break out into two pieces:

  • 19.0 acres from R-15 to R-40
  • 8.262 acres from R-15 to C-G commercial

BoiseDev reported city staff documents show the revised plan would allow:

  • Up to 400 multifamily units
  • 240 single-family homes

Application materials describe the multifamily piece as garden-style apartments, though BoiseDev notes the more detailed apartment plans would come later if this change is approved.

The land mix and plat details

The preliminary plat application covers 106.1 acres. City materials list:

  • 11 residential buildable lots
  • 24 commercial lots
  • 3 common lots

BoiseDev reported the revised overall land mix would total:

  • 63.5 acres retail
  • 23.5 acres office
  • 38 acres residential

That helps explain what Brighton is doing here. This isn't just adding apartments. It's reshaping the balance between homes, retail, and office uses on a large site fronting two of south Meridian's major roads: Meridian Road and Lake Hazel Road.

For people trying to picture where this sits, it's next to Meridian's newest Costco, according to BoiseDev. That's already a busy, high-profile corner, and projects around a major retailer like that tend to set the tone for what fills in nearby.

What happens next

The public notice says this proposal was continued from Oct. 1, 2026. The next Meridian Planning and Zoning hearing is scheduled for Nov. 5, 2026.

The application also includes a development agreement modification. City materials say that piece would:

  • Create a new development agreement
  • Update the concept plan
  • Add design guidelines
  • Add new provisions

If the city approves the changes, BoiseDev reports the apartment details would still come back later in future applications.

So the Nov. 5 hearing is important, but it won't answer every design question. It mainly sets the framework for what this site can become.

My take

For nearby homeowners, I'd pay attention less to the project name and more to the entitlement path. Once a site this size gets its land-use and zoning framework in place, the next steps usually become more about layout, product type, and timing rather than whether anything happens at all.

For buyers, this matters in a practical way:

  • If you want a brand-new home in south Meridian, this is the kind of pipeline that can create future options.
  • If you're buying resale nearby, remember you'll likely be living around ongoing construction for a while once development starts moving.
  • If you're focused on quiet streets, look closely at how close a home is to Meridian Road, Lake Hazel Road, and the commercial portions of the site.

For sellers in the area, more new inventory nearby can change what buyers compare your home against. That doesn't make resale homes less relevant, but it does mean condition, pricing, and location within the neighborhood matter even more when large mixed-use projects start filling in.
